Stealth treats messaging consent as a first-class product concern. Phase 2 public forms capture requests without pretending SMS or email automation is active when provider credentials are still pending.
If messaging providers are not configured, Stealth still stores the request and its routing target. Outbound confirmations may be handled manually until later workflow phases ship.
Later phases will add stronger internal consent records, dealer-level messaging preferences, and provider-backed automation with auditable status visibility.
This is a phase-appropriate legal placeholder, intended to keep the public site transparent while fuller compliance documentation and automation controls are implemented.
