In this phase, submissions persist through the internal capture-first storage pattern used by the modular monolith. Provider-triggered notifications are not assumed if credentials or workflows are not yet configured.
Stealth uses submitted information to review quote requests, dealer applications, support inquiries, and routing decisions. Later phases will expand internal handling and audit tooling around this data.
